Community Led Total Sanitation (CLTS) had been successful among different countries, for improving the sanitation of a household, especially ending open defecation.It had been in practice for 12 years, which originated in Bangladesh in 2000. Unlike the traditional approach of constructing latrines and subsidizing the villagers, CLTS aims to empower the community to collectively change the situation of their sanitation.

 

With the practices and lessons learnt from different countries in the region, Viet Nam has also decided to introduce this approach with the support from the Ministry of Health, UNICEF and SNV in 2009. Under MOH/UNICEF project, it was first piloted in 12 villages in Dien Bien and Kon Tum provinces, where it expanded to An Giang, Dong Thap and Ninh Thuan, the following year. The program provided positive results in Dien Bien and Kon Tum, where more than 20 villages achieved open defecation free (ODF) status.

 

As of 2012, CLTS was implemented by 7 donors/NGOs and MOH under the NTP3 in 31 provinces. In order to strengthen coordination and knowledge management in CLTS and Sanitation Marketing (SM) amongst Govt., UN, NGOs and donors and review efforts to scale up CLTS and SM, a study visit was conducted in An Giang from 15-16/11/2012 with participation of 25 representatives from MOH/MARD/Donors and NGOsat the central level and provincial staff. The study tour consisted of a workshop at the provincial level and then participants visited Vinh Truong commune, which conducted their triggering sessions over a year ago, as well asPhu Hoi commune, which the participants of the tour experienced their first triggering session being carried out.
