On November 1, 2012 the World Bank approved the IDA $ 200 million Results-Based Rural Water and Sanitation Under the National Target Program (NTP), to be implemented in eight provinces in the Red River Delta between 2013 and 2017. The Program uses the new Program for Results (PforR) lending instrument which allows World Bank client countries to improve the design and implementation of their own programs while directly linking development results with disbursements. Its implementation in Vietnam is ideal given the existence of the ongoing NTP, the budget support by AusAID, DFID and DANIDA, lessons learned from the World Bank’s ongoing Rural Water Supply and Sanitation in the Red River Delta Project and government interest in shifting towards a focus on results and sustainability.

 

The objective of the PforR in Vietnam is to increase sustained access to water supply and sanitation services and improve sector planning, monitoring and evaluation in the participating provinces of the National Target Program for Rural Water Supply and Sanitation. Targets under the Disbursement-linked Indicators (DLI) are eligible to be counted from January 1, 2013 and until December 31, 2017. Independent verification of the results will be conducted annually by the State Audit of Vietnam.

 

The PforR will test new approaches in the participating provinces through the introduction of results-based planning and financing and by strengthening the institutional mechanisms related to governance, procurement, financial management and environmental and social management systems. In order to help achieve this goal, the Government will implement a program of Technical Assistance to be financed through a parallel AusAID grant of AUD 8 million.

 

The first implementation mission, conducted between November 26 and December 5, 2012, focused on working with counterpart agencies at the national and provincial levels on the implementation arrangements of the first year of the PforR.

The Mission provided support to the implementing agencies, including MARD, MoH, SAV, participating provincies, focusing on:

(i) refining the provincial plans,

(ii) fine-turning the first year's implementation arrangements,

(iii) finalizing the Operational Manual,

(iv) designing the baseline verificatin and impact assessment,

(v) developing the TORs for the main activities under the Ausaid grant technical assistance and

(vi) advising on the implementation plans to achieve the water and sanitation disbursement-linked indicators (DLI).

Furthermore, it supported the planning process at the provincial level and field-tested a baseline survey questionnaire. The baseline survey is to be undertaken in January 2013 with the goal of verifying existing water and sanitation data in the participating provinces.
