Workshop on Bottleneck analysis for sustainable and safe domestic water for rural Vietnam in Da Nang 5-7/8/2014

From 5 to 7 August 2014 in Da Nang city, UNICEF and MARD/UNICEF co-organized a workshop on Bottleneck analysis for sustainable and safe domestic water for rural Vietnam. The workshop was to (i) introduce the Bottleneck Analysis Tool (BAT) for WASH decision makers and practitioners, (ii) analyze bottlenecks in enabling environment of rural water supply, and (iii) develop an investment strategy for improving enabling environment of rural water supply sector at national level.

More than 30 representatives from MARD, MOET, WU, DPI, DARD, PCERWASS of seven UNICEF focus provinces and WSP/WB and EMW participated in the workshop. Participants scored 108 criteria of 18 enabling factors in the rural water supply sub-sector. The sub-sector is assessed as poorly performing in the areas of equity analysis, budget adequacy, private sector development and supply chains and services. 48 bottlenecks were identified and analyzed. Participants then proposed interventions to remove these bottlenecks. Other details such as estimated funding, responsible parties and time frame for these activities were also discussed. As a result, an investment plan for sustainable and equitable Rural Water Supply in Vietnam was developed. The results of the workshop will be further refined and finalized, then shared with donors, government leaders and related stakeholders for financial support and follow-up.
