SWG 9-2018

The Regular Rural Sanitation Working Group Meeting was organized on 20 September 2018 in La Thanh hotel, Hanoi. Participated in this meeting were representatives from MOH,MARD, MOET, Vietnam red cross, UN organizations WHO, UNICEF, INGOs BORDA, CWS, IDE, EMW, UNILEVER, LIFESTRAW, SANODYNA.

This meeting focused on water quality management. At the meeting VIHEMA MOH shared the draft circular on revised national water quality technical regulations. The revised national water quality technical regulations include the following new items: Combine QCVN 01: 2009 / BYT and QCVN 02: 2009 / BYT into 01 QCVN on clean water quality.

    • Combine the Circular on the issuance of QCVN and Circulars on inspection and supervision of clean water quality.
      Remove the regulation on water quality inspection and supervision
      Abolish the regulations on hygiene inspection of the CSCN: the place of raw material extraction, external inspection, sanitation inspection of the water production system.
      Classification of water supply facilities by population size: 500 households (or by scale of capacity in case the number of households can not be identified)
  • Reduced monitoring parameters: from 109 to 91 parameters
Group A: 8 required parameters for all water supply schemes to be tested (Coliform, E.coli or Coliform with heat resistance, Arsenic, free chlorine, turbidity, color, pH and pH).+
Group B: 83 parameters selected by Provincial People's Committee for inclusion in local technical QC including: Inorganic parameters (metal); Organic Specifications (Alkalo chlorination, aromatic hydrocarbons, chlorinated benzene groups, complex organic compounds, plant protection chemicals, disinfectants and byproducts); Radioactivity parameters, and microbiological parameters (Yellow Staphylococcus, Green latex pus).
Test all 91 parameters: before going into operation for the first time, after repairing, upgrading the production system; in case of environmental incidents; Risks associated with the production process are likely to affect the quality of the water or other special requirements
  • Test all water quality parameters periodically 05 times to evaluate and update the water quality parameters.


At the meeting, related presentations were shared focusing on rural water quality management by NCERWASS; Improved sanitation in schools by UNILEVER and EMW; Natural sanitiser, water treatment SANODYNA product and technology and Swiss water filter NANO from LIFESTRAW.

The next meeting is scheduled in December 2018 focussing on updating policies, review and sharing results on water and sanitation project progress in 2018.
