 The World bank proposed Implementation Completion Report Mission (ICR) to be held during August 19 to 30, 2013.

 The objectives of the mission are to:
i) Discuss ICR framework/ key issues
ii) Collect project-level information required for the ICR;
iii) Meet a sample of project partners to assess project outcomes; and
iv) Agree on a timetable for completing the ICR

 

The successful Red River Delta Rural Water Supply and Sanitation Project (RRD RWSSP) closed on June 30, 2012.The project receiveda high satisfaction rating from stakeholders at all levels including the communities and the users in the provinces of Nam Dinh, Thai Binh, NinhBinh and Hai Duong. The results achieved exceeded the project targets by25%. The number of people in project areas with access to "improved water sources" surpassed thetarget of 850,000, providing access to a total of 1,289,674 people. As a result 100% of poor households in project areas now have access to improved water sources. The RRD RWSSP aimed to provide 850,000 people with access to household level piped water; ultimately 1,119,652 people have been provided with access to treated piped water.

 

The project also successfully supported the establishment of four rural water supply and sanitation enterprises (in the form of joint stock companies); one in each participating province. The capacity of each enterprise has been carefully developedto enable them toproperly operate and maintain the 89 water supply schemes constructed under the project as well astwo additional schemes constructed through the National Target Program (NTP). All four enterprises have taken steps to ensure financial sustainability including developing detailedbusiness plans up to the year 2016, steadily increasing tariffs to cover operation and maintenance costs, establishing a depreciation fund and beginning debt repayment (45%). MARD and the Provinces have reviewed the enterprise management model introduced under this project and have formally incorporated it as a promoted management option under the NTP.

 

In addition to the achievements on water supply, significant progress was made on sanitation. Theproject constructed 661 public latrines and 48,215 household water supply and sanitation facilities were built or upgraded through the provision of loans from an innovative Sanitation Revolving Fund (SRF) managed by the Women’s Union which was established through the project and which has shown remarkable success in promoting hygiene and increasing demand for sanitation financing. Given the immense demand for sanitation facilities, Peoples Provincial Committees in all four provinces have agreed, and some have formalized procedures, to allow the SRF to continue under the management of the Women’s Union after the end of the project using the project designated framework.

 

Factors that contributed to the project’s success.The project’s success was due to a combination of factors, including: (i) strong commitment from national and local government and efficient coordination between pertinent stakeholders;(ii) capacity building and community participation that empowered local governments and beneficiaries and instilled a strong sense of ownership; (iii) establishment of joint stock companies that are demand-responsive and financially sustainable; (iv) emphasis on both household and public sanitation, which led to notable behavioral changes(soft and hardware); (v) development of Inter-commune water supply schemes that reduced capital costs, increased coverage and facilitated proper management; and (vi) the combination of IEC campaigns with management of the SRF by the Women’s Unions whichimproved the role of women in the project, increased demand for sanitation financing and enhanced sanitation and hygiene behavioral change.
