PROGRAM FOR RESULTS – 2013 PROGRAM VERIFICATION

On 14/7/2014, the Word Bank in Hanoi organized a workshop to review the program for results after one year implementation. Participated in the Program were representatives from 8 provinces, related agencies from MARD, MOH and WB experts.

The 2013 Program result verification – the first year of implementation results achieved 85% the set targets. The comments on verification results focused on consistent over estimation of achievements; improved monitoring and evaluation of progress is needed; some criteria were relaxed to take into account that this was the first year of the program; it will not be possible to do this in future years; the survey teams noted that many communes were not clear on the Disbursement-linked Indicators (DLI) criteria – additional sensitization is needed to ensure that simple criteria, such as provision of soap, are met; a number of requests were received for re-inspection following the end of the survey period – not possible without undermining whole process.

The main learning points include challenges of planning, coordination and monitoring at the Provincial level; easing fund flow and preventing bottlenecks being critically important and need to ensure that technical assistance to be provided early on so that its impact is felt.

The proposed solutions moving forward were using form hub to assemble information from volunteer health workers and involving Department of Investment and Planning (DPI) in the planning process to speed up approvals; NTP allocation review and MOF to provide step by step guidelines on fund flow; NCERWASS play a more active role to support TA procurement.
